Just a reminder on important upcoming dates for your Union negotiated benefits:

    • Flex Spending Open Enrollment Period:   November 2-30, 2020
    • PTCP Election Period 2021: This program allows your Health insurance premiums to be deducted from your paycheck before taxes are withheld, date to be announced.
    • Option Transfer Information Availability:This date will be announced once the NYSHIP rates have been approved.
    • Young Adult Option Enrollment: This date will be announced once the NYSHIP rates have been approved.
    • Outstanding items: The new 2021 NYSHIP rates and the drug list for the Empire Plan.

Attached for your information are communications materials for the Flex Spending Account (FSA) program, which includes three benefits – the Health Care Spending Account, the Dependent Care Advantage Account, and the Adoption Advantage Account.  UUP Bargaining Unit Members will be able to apply for enrollment for the 2021 plan year either online or by telephone between November 2, 2020 and November 30, 2020 at 10:00 p.m.  Please note that the annual contribution that a member may make to the Health Care Spending Account has increased to $2,750 for the 2021 plan year.  In addition, the annual contribution that a member may make to the Adoption Advantage Account has increased to $14,300 for the 2021 plan year. Attached to this email you will find program information.

There are several new changes for the 2021 plan year.  HealthEquity has acquired WageWorks and is now the FSA Administrator. If a member received a WageWorks-branded debit card in 2020, they may still use it to pay for their 2021 health care expenses. They may also continue to use the EZ Receipts mobile app to submit claims and check their account balance. In addition, the FSA website URL has changed to goer.ny.gov/FSA.  Members can view program information, request an enrollment book, and enroll online through the FSA website.

2021 Productivity Enhancement Program (PEP) for UUP Represented and Management Confidential (MC-13) Employees
The Productivity Enhancement Program (PEP) allows eligible UUP represented and Management Confidential (MC-13) employees to exchange previously accrued vacation leave for a credit to be applied toward their employee share of NYSHIP Health Insurance premiums on a bi-weekly basis.
For Plan Year 2021 PEP Allows:
  • Full-time UUP and MC-13 employees earning up to $70,947 who enroll in the program to forfeit 3 or 6 days of vacation leave for a credit of $600 ($23.08 bi-weekly) or $1200 ($46.15 bi-weekly).
  • Full-time UUP and MC-13 employees earning $70,947 and below $101,385 who enroll in the program to forfeit 2 or 4 days of vacation leave for a credit of $600 ($23.08 bi-weekly) or $1200 ($46.15 bi-weekly).
  • Eligible part-time employees may elect to participate on a pro-rated basis in accordance with their employment percentage of effort.
 This credit will be applied towards the bi-weekly health insurance premiums paid in the 2021   plan year.
Eligibility Criteria to Enroll:
  • UUP represented and MC-13 employees paid on a Calendar Year (annual) or College Year basis with a full-time annual salary rate up to $70,947 and not greater than $101,385 or a part-time employee with an annual salary rate that does not exceed $101,385;
  • Have a balance of vacation leave of at least 8 days after making the forfeiture or a prorated balance for part time employees; and
  • Be a NYSHIP enrollee (contract holder) at the time of enrollment.
